The recommendation was made by Mr. Ngo Vo Ke Thanh, Director of the Center for Research and Implementation of Ho Chi Minh City High-Tech Park, at the workshop on specific mechanisms and policies for developing Ho Chi Minh City according to Resolution 54, established by the Academy of Cadres.
Mr. Thanh said that in 2016, implementing the city’s talent attraction program, this unit invited 4 scientists.
Over three years, scientists have brought many results such as building a flood warning system for Ho Chi Minh City;

However, according to Mr. Thanh, after the pilot phase ends, all mechanisms will change.
`Experts question how they can live with that income,` Mr. Thanh said, adding that even the procedure for setting up bank accounts to pay scientists is very difficult because of regulations on labor contracts.
Therefore, Mr. Thanh proposed that the city only set the ceiling level as in the previous pilot phase, at 120-150 million VND per month, leaving the rest for businesses and experts to negotiate salaries according to market mechanisms.
Sharing the same opinion, Dr. Architect Nguyen Anh Tuan, Head of the General Planning Department, Department of Planning and Architecture of Ho Chi Minh City, said that the city has many good and groundbreaking projects, but the disbursement mechanism is at the research investment stage.
Mr. Tuan proposed a central solution for Ho Chi Minh City with a specific mechanism to test new models, specifically a public-private partnership fund in urban development investment – the state and private sector participate together and have a mechanism.
`The expenditure is not much, but the result can be to build urban areas worth billions of dollars,` he said.

Concluding the conference, Associate Professor, Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of the Communist Review, said he agreed with the experts’ opinions and would synthesize recommendations to send to the city.

Ho Chi Minh City is seeking opinions from National Assembly delegates, People’s Councils, experts, and ministries on the new draft to replace Resolution 54. It is expected that in August, the city will report to the Politburo for timely approval at the meeting.
